Movilizaciones por la justicia climática en España: de la protesta masiva a la desobediencia civil (2019-2023)

Resumen

En el trabajo se presenta la evolución de la acción colectiva del movimiento por la justicia climática en España tras la intensificación de la protesta internacional, de 2019 a 2023, con el objetivo de analizar los repertorios de acción utilizados con la intención de conocer su evolución y su intensidad, así como los colectivos que participan en las iniciativas. Se parte de una perspectiva multidisciplinar que incluye el análisis de las «cajas de herramientas» del Contentious Politics; y de la acción noviolenta de los Peace Studies. Mediante la metodología del Protest Event Analysis, por medio de la recopilación documental y la codificación sistemática de acontecimientos de protesta (N=814) se realiza un análisis descriptivo, con pretensión explicativa, de las expresiones públicas y de acción colectiva del movimiento. Como resultado, se observa cómo el ciclo se inicia con una contienda masiva, pero «contenida», por medio de acciones de protesta-persuasión, pero, a partir de 2022, adquieren fuerza las formas de intervención y desobediencia civil, mediante acciones perturbadoras, pero no-violentas, evolucionando hacia una contienda «transgresiva» o «contenciosa». También se muestra cómo existe un cambio en las organizaciones promotorasparticipantes en los acontecimientos desde las preexistentes al ciclo movilizador hacia otras surgidas posteriormente, tras la pandemia de COVID-19, más disruptivas, así como la relación entre colectivos y herramientas, revelando como el movimiento evoluciona hacia una diversidad de tácticas no institucionales y no-violentas empleadas de forma complementaria. Sobre esta base, mediante la asociación estadística de variables se contrastan las hipótesis de trabajo sobre las organizaciones impulsoras de la movilización, los repertorios de protesta del movimiento, enmarcado en el debate internacional en curso sobre el tránsito desde los métodos de protesta-persuasión hacia acciones contenciosas. Como conclusión, se plantean diferentes escenarios hacia los que puede transitar el movimiento en comparación con otras protestas anteriores.
